A complete point-in-time snapshot of the corpus, not a sample. Every table is exported in full, the multi-million-row meeting, vote and campaign-finance tables included (they are streamed in batches to exhaustion, which is why they arrive whole rather than truncated). Because it is a point in time it lags the live database, and how far behind varies by table, so a table that grew today can be materially smaller here. Read-only.
