The Milwaukee Common Council approved $7,007,000 in nonassessable public improvements and created three new Tax Incremental Districts to support affordable housing, while rejecting a mayoral appointment to the Board of Fire and Police Commissioners in a 6-6-3 vote.

The Common Council passed a substitute ordinance relating to short-term rentals (15-0), a substitute ordinance relating to native plants (15-0), and an ordinance on penalties for the sale of alcohol, tobacco, and cannabinoids to minors (15-0). The council approved $7,007,000 for nonassessable public improvements (15-0) and authorized up to $4.8M in contingent borrowing for the ERP System Replacement Project (15-0). The council created Tax Incremental Districts No. 132, 135, and 136, with the TID 132 vote recorded as 14-1. The appointment of Jordan Morales to the Board of Fire and Police Commissioners was rejected (6-6-3). The council also approved the use of public school identification cards as library cards (15-0).

Zoning, Neighborhoods & Development Committee

The committee recommended passage of a zoning change to Local Business (LB2) at 1993 South Muskego Avenue (5-0) and a zoning change to Detailed Planned Development (DPD) for Bader Philanthropies sites (5-0). It recommended adoption of Amendment 4 for TID 75 (Reed Street Yards) totaling $17.2M (5-0). The committee also recommended adoption of TID 135 for 25 workforce housing units at 1101-1113 West Historic Mitchell Street (5-0), TID 136 for 95 affordable single-family homes in the Amani neighborhood (5-0), and TID 132 for 200 affordable rental units at 5825 West Hope Avenue (5-0). A lease term sheet for City use of property at 5825 West Hope Avenue was recommended for adoption (5-0), along with four resolutions to sell-back tax-deeded properties to former owners (5-0).

Finance & Personnel Committee

The committee recommended adoption of up to $275M in school revenue anticipation notes (5-0) and up to $4.8M in contingent borrowing for the ERP System Replacement Project (5-0). It also recommended adoption of a contract for City prescription drug benefits with UnitedHealthcare (5-0), a contract extension with Ameriflex for FSA and HRA benefits (5-0), and an ordinance creating deputy positions in community wellness and safety and compliance and engagement (5-0). A historical accounting of Materials Recycling Facility payouts was referred to the Public Works Committee (5-0).

The committee recommended adoption of assessable improvements with a total estimated cost of $1,223,513 (5-0) and nonassessable improvements totaling $1,850,500 (5-0) and $7,007,000 (5-0). It approved a cost-sharing agreement with the Brady Street BID for traffic calming (5-0) and state-municipal agreements for W. National Ave and W. Lisbon St (5-0). The committee recommended adoption of a native plant ordinance with an annual registry requirement (5-0) and approved easements for the I-43 project at 2237 N. 7th St and 3463 N. 8th St (5-0).

Public Safety and Health Committee

The committee recommended passage of an illegal dumping penalties and liability ordinance (4-0), an amended short-term rentals substitute ordinance (4-0), and an ordinance on penalties for alcohol, tobacco, and cannabinoid sales to minors (4-0). It recommended confirmation of Jordan Morales to the Board of Fire and Police Commissioners (4-0), a decision the full council later rejected. The committee also recommended adoption of a Fast Forward Grant resolution (4-0) and HIV Prevention Services, Drug Enforcement Group, and Homeland Security grants (4-0).

The committee denied Class B Tavern, Public Entertainment Premises and Food Dealer licenses for Ava's on Van Buren at 1230 N Van Buren St (3-1). It approved 11 \"Agenda Only\" license applications (4-0) and held the Class D Operator's License Renewal Application of Binnee N. Kohkhar to the call of the chair (4-0). The committee approved \"Warning Letter\" license applications for Thomas Percival Condecon, Paramjit Singh, Good Hope Mart, and Center St BP (4-0).

The committee approved a $1,000 settlement for Michael Dupar (4-0) and a $5,000 settlement for Mario and Chantel Dantzler (4-0). The committee recommended adoption of a resolution to cancel certain 2025 real estate taxes (4-0) and settlements for 875 East 1, LLC, et al. v. City of Milwaukee (4-0) and Haven Funds, LLC v.
