Towns with a RECORDED VOTE adopting a data center moratorium (blank = all)

A verified floor, not a census. Every row required an explicit passage record in the town's own minutes: a vote tally, "unanimous", or "motion carried" alongside the adopting verb. An earlier cut of 97 was rejected because 51 of those rows quoted an AGENDA ITEM TITLE rather than an outcome, 9 referred to a moratorium adopted elsewhere, and 2 were a committee recommendation or a first reading. A moratorium is a temporary pause on accepting applications while zoning is written. It is NOT a rejection of a data center, and must never be described as one.
